Don't be lazy. Fill in your bio. If you don't, some people are less likely to want to follow you.
When I had more time on Twitter, I used to check each new follower more thoroughly, clicking through to their Twitter page and seeing what kind of posts they were making. Nowadays, unless I already know the person, I never follow back people with blank profiles. I figure that if they can't be bothered to fill in their profile, I can't be bothered to take the time to see if their posts are worth following. (Ditto for those who don't change the default Twitter userpic.)
